Operative words

All individuals living within the City of St. Louis are ordered to remain at home except as needed for the following activities [obtaining medical supplies, food and household goods, outdoor exercise with six-foot distancing, and authorized work].... My intent is to ensure that the maximum number of people stay at home to slow the spread of COVID-19. [Non-exempt businesses must cease operations other than maintaining inventory, security, payroll and remote work.]

No penalty clause in the order; RSMo § 192.320

Notes

Exempt categories included healthcare, grocery, restaurants (takeout only), utilities, gas stations, banks, hardware stores, laundromats, hotels, professional services, construction, child care for first responders and government agencies. The order covered the whole City of St. Louis and ran concurrently with the St. Louis County stay-at-home order (Ex. MET-STL-044).
