Operative words

Para. 1: "No gas or electric public or municipal utility or privately or publicly owned water system shall discontinue any gas, electric, or water service to New Jersey residents... due to nonpayment unless the disconnection is to prevent or ameliorate a risk to public health or safety." Para. 2: no late fees or reconnection charges "during the Public Health Emergency". Para. 3: reconnection "at no cost to the customer" of service discontinued after March 16, 2020.

Notes

Utilities and telecommunications: State-ordered forbearance from October 2020 (the earlier moratorium rested on the utilities' voluntary commitments announced in March 2020) through December 31, 2021.
