2020: Rescheduled March 20, 2020 from May 2 to September 5, 2020 (Ex. SEC-21-GM-025); on August 21, 2020 Churchill Downs decided to run without fans (Ex. SEC-21-GM-024); Thunder Over Louisville cancelled (Wikipedia). The mass-gatherings order of March 19, 2020 (Ex. KY-006), the venue and event-space requirements of June 29, 2020 (Ex. KY-021) and the July 20, 2020 amendment (Ex. KY-023) governed the dates. 2021: Run May 1, 2021 before 51,838, Churchill Downs limiting reserved seating to about 60 percent and infield admission to 25-30 percent of normal (Wikipedia) under the Healthy at Work minimum requirements then in force (Ex. KY-018; rescinded June 11, 2021, Ex. KY-049); Thunder 2021 dispersed (row 13). Usual dates: First Saturday in May (Derby); Oaks the day before; Thunder in mid-April. Scale: The Derby 'typically has one of the highest audiences of all North American sporting events, in the range of 150,000 in recent years' (Wikipedia, '2021 Kentucky Derby'); 2021 attendance 51,838.
