Operative words
hereby authorize the Secretary of the Agency of Commerce and Community Development (ACCD) to issue mitigation requirements and procedures for the limited, incremental and phased resumption of business, non-profit and government entity operations which had previously been determined to be non-critical services under Stay Home/Stay Safe, effective Monday, May 18, 2020. The limited, incremental, and phased resumption... shall begin with non-essential retail; and mitigation requirements and procedures issued by the Secretary shall require implementation of appropriate occupancy limits... Addendum 2..., Addendum 4..., and Addendum 5... shall remain in full force and effect.
