No county ever reached Phase 4; Phase 3 gatherings were cut from 50 to 10 and bars lost indoor service in the July 2020 revision; five counties were held in Modified Phase 1 as of August 26, 2020 with restaurants at 25% indoor occupancy and professional and personal services at 25%.
