Operative words

Proclamation 20-25, et seq., remains in full force and effect, but is hereby amended to be renamed "Healthy Washington - Roadmap To Recovery." This Healthy Washington - Roadmap To Recovery, found here, extends all of the prohibitions described in Proclamations 20-25, et seq., except as amended herein. FURTHERMORE, for purposes of the prohibitions contained in the Healthy Washington - Roadmap To Recovery, every county is part of a region, and all regions begin in Phase 1 as of the effective date of this order.

Notes

Phase 1 (Jan. 11, 2021): indoor social gatherings prohibited; indoor dining prohibited (outdoor max 6, alcohol ends 11 p.m.); retail 25%; professional services remote work strongly encouraged, 25%; personal services 25%; indoor entertainment general admission prohibited. Phase 2 (most regions from Feb. 1 or Feb. 14, 2021): indoor dining 25%, alcohol ends 11 p.m.; indoor gatherings 5; entertainment 25%/200. Phase 3 (from March 22, 2021, by county; all counties May 18, 2021): 50% caps, alcohol ends midnight, spectator events resume with caps (terms from Exs. WA-064, WA-104, WA-105, WA-106, WA-107, WA-109).

Retrieval note

The March 22, 2021 statewide move to Phase 3 was announced by the Governor on March 11, 2021 and implemented through the incorporated plan; the industry requirement documents carry Phase 3 revision dates of March 17-26, 2021 (verified).
