Operative words

In Phase 1: Open houses are prohibited state-wide. In Phase 2: Office capacity limited to 25%. Open houses are permitted. No more than ten people onsite at a time.... In Phase 3: Office capacity limited to 50%.

Open houses prohibited under 20-25 (March 2020 - Phase 2), again under 20-25.8 para. 9 (Nov. 17, 2020) and Healthy Washington Phase 1 (Jan. 11 - Feb. 2021); brokerage offices capped at 25%/50%.
