Operative words

IHEs that do not have fully vaccinated campuses are prohibited from providing [in-person instruction and campus activities unless the following requirements are met]... An IHE without a fully vaccinated campus must meet all of the following requirements:... The IHE must presume all persons on campus are unvaccinated until proof of vaccination is [obtained]... documentary proof of full vaccination. The IHE must obtain or observe documentary proof of [vaccination or an] electronically signed self-attestation from the student.
