What it required

Recommendation: the CDC's standard for every employer in March and April 2020 (send symptomatic employees home, separate the sick, hygiene, routine disinfection, distancing, flexible leave, travel restrictions). It became compulsory through the instruments that incorporated it: OSHA's enforcement plan measures the general duty clause against 'the most recent Centers for Disease Control and Prevention (CDC) guidelines' (Ex. AGY-FED-LABOR-IMMIGRATION-020); the CISA guidance directs that essential operations continue 'appropriately modified to account for Centers for Disease Control (CDC) workforce and customer protection guidance' (Ex. FED-394); and the State orders adopted it as a condition of operating (Duties layer, State by State). Character as recorded: agency_guidance_recommendation ('should').
