Operative words
this Order requires all individuals anywhere in the City to shelter in place-that is, stay at home and work from home-except for certain essential activities and work to provide essential business, designated businesses and operations, and government [services]... is effective on May 13, 2020, and will continue through June 30, 2020... Order 3: All public and private gatherings of any number of people occurring outside a single [household are prohibited]... Order 5: Non-Medical Grade Face Coverings... [individuals on public transit shall] wear non-medical grade face coverings over their noses and mouths when on board.
