Operative words
Order 1: All individuals currently living within the City are ordered to stay at their place of residence. To the extent individuals are using shared or outdoor spaces, they must at all times [maintain distancing]... Order 3: Gatherings. A. Outdoor gatherings of up to ten (10) individuals... Outdoor events involving over 100 individuals are [prohibited]... B. Indoor gatherings of up to ten (10) individuals... Indoor events involving over 50 individuals are [prohibited]... face coverings must be worn in accordance with Order 5.
