Notes

Rule 25 (Ex. MET-HNL-080) recites: 'Since the County opted out of the State's Safe Travels program in December 2020... The County will return to the State's Safe Travels program by repealing Mayor's Emergency Rules 14, 15, 17, and 23.' Every arrival to Kauai between Dec. 2, 2020 and Apr. 4, 2021 was subject to the State quarantine with no test exception (the EMQ resort-bubble two-test route under Rule 24 excepted).
