Operative words
Since the County opted out of the State's Safe Travels program in December 2020, the [County has] been able [to] stand up a robust vaccination program on the island.... [The] County will return to the State's Safe Travels program by repealing Mayor's Emergency Rules 14, 15, 17, [and 23]... The County of Kaua'i shall have a negative test exception to the Intercounty Travel Quarantine... Tests administered within the County of Kaua'i shall not meet the requirement of an approved COVID-19 test for purposes of the negative test exception.... This rule has the force and effect of law and supersedes any conflicting provisions of the Governor's Proclamation or Mayor's Emergency Rules to the limited extent necessary... This rule repeals Mayor's Emergency Rules 14, 15, 17, and 23 and any subsequent [amendments]. Effective April 5, 2021, subject to modification.
