Operative words

[Persons arriving on Kauai] shall be subject to mandatory self-quarantine. The period of self-quarantine shall begin from [the date of entry]... [Critical infrastructure workers shall not] be subject to the self-quarantine so long as they wear appropriate protective gear and follow [safe practices]... [persons subject to] quarantine but may break quarantine to perform necessary functions. Term: Effective May 31, 2020 through June 30, 2020, subject to modification.

Kauai's own interisland quarantine rule; amended May 21 and repealed June 10, 2020 when the State's interisland quarantine was lifted June 16, 2020.
