Operative words

Camping Permits expire on August 31, 2020. The following terms and conditions [apply]... 5. The camping site may be closed for maintenance and cleaning at the discretion [of the County]... Upon expiration of this rule, camping permits will issue in accordance with Kaua'i [County Code]. Any person violating any provision of this emergency rule shall be punished by a fine of [up to $5,000, imprisonment up to one year, or both]. This rule shall have the force and effect of law. Term: Effective July 21, 2020, through August 31, 2020, subject to modification.
