Retail and commercial establishments within the City of Miami permitted to reopen pursuant to Miami-Dade County Emergency Order 23-20, as may be amended ("County E/O 23-20"), may reopen on the dates specified herein, provided that each such establishment: a. Complies with the requirements of County E/O 23-20, a copy of which is attached and incorporated as Exhibit 1 hereto, including the Handbook and Appendices attached to County E/O 23-20 as Exhibit A; and b.
