Operative words

Individuals are prohibited from gathering in groups larger than 25 individuals indoors; Individuals are prohibited from gathering in groups larger than 50 individuals in any single [outdoor space]... 1. All indoor public and private gatherings shall be limited to 25 individuals and outdoor public and private gatherings shall be limited to 50 individuals.... Retail stores with exterior doors shall be allowed to open at 50% of permitted occupancy.... Face coverings are required at all times.... [Bars and breweries with an LDH food permit may operate only] through drive-thru, takeout or curbside pickup....
