Operative words

1. All indoor public and private gatherings shall be limited to 50 individuals and outdoor public and private gatherings shall be limited to 100 individuals.... Retail stores shall be allowed to open at 75% of permitted occupancy...; Restaurants shall be allowed to open at 75% of indoor permitted occupancy and 100% of [outdoor]...; [Bars:] On-site consumption of any food or drinks is prohibited.... Houses of Worship shall be allowed to open for services at 50% of permitted occupancy... Choirs are prohibited from performing or rehearsing.... Movie Theaters shall be allowed to open at 50% of permitted occupancy or 250... Face coverings are required at all times for employees and customers.

Notes

The City's 'gradual Phase 3' kept bars closed to on-site consumption three weeks after the State's Phase 3 allowed bar reopening in low-positivity parishes.
