Operative words

1. All indoor public and private gatherings shall be limited to 100 individuals and outdoor public and private gatherings shall be limited to 150 individuals.... Restaurants shall be allowed to open at 75% of indoor permitted occupancy...; Bars without a state AR-Conditional permit shall be allowed to open for indoor seating [at limited capacity]... Sitting at the bar is prohibited. Bars are required to prohibit customers from [loitering]... Bars shall utilize a reservation system... Face coverings are required at all times for employees and customers except while [eating or drinking]
