Operative words

Section 2: SARS-COV2 MOLECULAR DIAGNOSTIC TEST. All passengers [arriving without a negative molecular test taken within seventy-two hours shall be subject to a fourteen-day quarantine and] shall be required to use a face mask or scarf to cover their nose [and mouth]... [Quarantined passengers] must only go outside in case of an [emergency and may not visit] restaurants, pools, meeting rooms, or gyms

Act 20-2017 misdemeanor: imprisonment up to six months or fine up to $5,000 or both; Puerto Rico National Guard compliance
