Operative words

All indoor public and private gatherings shall be limited to 10 individuals and outdoor public and private gatherings shall be limited to 25 [individuals]... Retail stores shall be allowed to open at 50% of permitted occupancy...; Restaurants shall be allowed to open at 50% of indoor permitted occupancy...; Bars without a state AR-Conditional permit shall be allowed to open for outdoor seating [only]... Indoor seating or service is prohibited. All bars must be closed by 11 p.m.

Gathering caps of 10 and 25 through Carnival season; the City's Feb. 26, 2021 update raised them to 75 and 150.
