Operative words

During Reopening Modified Phase One, Effective January 8, 2021... Retail stores shall be allowed to open at 25% of permitted occupancy...; Restaurants shall be allowed to open at 25% of indoor permitted occupancy and 100% of [outdoor]... Patrons must wear masks unless actively eating or drinking.... Bars without a state AR-Conditional permit shall be allowed to open for outdoor seating [only]... Indoor seating or service is prohibited. All bars must be closed by 11 p.m.... Indoor live entertainment is prohibited.
