Operative words

This Order directs all individuals and businesses to comply with [the] limitations set forth in Tier 1 (Purple) of the Blueprint for a Safer Economy, issued by the CDPH on August 28, 2020 as periodically updated by the CDPH... This Order supersedes all previous Health Officer Orders that are not consistent with [it]... 6. Protocols established by the Health Officer to implement health orders issued by the State [have the same force and] effect as other Orders issued by the Health Officer. To the extent any health order of the Health Officer is more restrictive than any order or directive issued by the State Public Health Officer, the health order of the Health Officer shall control.
